IGP Mahinda Balasuriya has being forced to Resign ? Isn't it Gota who should resign ?

It is reported that IGP Mahinda Balasooriya has being forced to step down by Sri Lankan Leader Mahinda Rajapakse and Gotabaya regarding attacked carried out against the innocent protesters in Katunayake which resulted in serious injuries to both parties but many believe that it is not IGP who should resign, it is gotaba who should resign as he was the main culprit behind this case.

It is also reported that regime is taking such decisions in order to avoid any kind of international intervention like in Libya as currently regime is having a huge international pressure.
